R. Scott Silverthorne - Client Partner
Experience
Scott brings over 20 years of public policy, government relations, and executive search experience to Lochlin Partners.
Most recently, Scott served as Vice President, Government Affairs for MasterCard Worldwide, one of the world’s premier payment card brands. At MasterCard, Scott managed the Washington, DC office and was responsible for Congressional and state government relations. There he successfully lobbied on a wide range of financial services, technology and consumer-related issues.
Before joining MasterCard, Scott spent over ten years at Capital One Financial Corporation, one of the largest issuers of MasterCard and Visa credit cards. During his tenure, the company experienced exponential growth. Keeping pace with this rapid expansion, Scott built the government relations team,while managing all lobbying and public policy strategy for the company. Scott also created the company’s political action committee and served as its Treasurer for nearly 10 years.
In the mid-1990s, Scott worked with A.T. Kearney Executive Search where he focused on placing senior level executives at technology and communications organizations.
A Virginia native, Scott has served in public office for a number of years. He was an elected member of the Fairfax City Council, serving 18 years on the City’s governing body. In this role, he led efforts to enhance public services, renovate public schools and facilities, as well as revitalize historic downtown Fairfax. In recognition of his efforts to create more parks and open space in Fairfax, Scott was honored by the Parks and Recreation Advisory Board with their Community Achievement Award in 2008.
Education
Scott holds a Bachelor’s degree from Radford University and currently resides in Fairfax,Virginia.
